Chris Bird, a 38-year veteran of law enforcement, retired as a Captain in 2018 after serving 34 years with the Upper Merion Township Police Department, in Montgomery County, PA. During his career, Chris served as a patrol officer, traffic safety officer, patrol sergeant, administrative sergeant, lieutenant, and captain. He is a veteran of the United States Air Force achieving the rank of staff sergeant and serving as a security forces officer.
Chris holds a Bachelor of Arts degree in Criminal Justice and a Master of Science degree in Criminal Justice Administration from Villanova University. He was a member of the adjunct faculty at Montgomery County Community College for 23 years, and at Cabrini College for 4 years, teaching in their Criminal Justice Programs.
Chris has been active in the Pennsylvania Law Enforcement Accreditation Program since 2001. He served as the Upper Merion Township Police Department’s accreditation manager for 15 years and as an assessor and team leader for the Pennsylvania Law Enforcement Accreditation Commission for the past 16 years. Additionally, he has served as an instructor for Accreditation Assessor classes at the annual Pennsylvania Law Enforcement Accreditation Conference.
David Madrak is employed by the Upper Dublin Township Police Department, in Montgomery County, PA. David graduated from the Montgomery County Community College’s Municipal Police Academy in January 2006. Shortly after, David began his career in law enforcement, first serving as a patrol officer and then in January 2009 transitioning to the position of Professional Standards Officer, in 2020 he was promoted to the rank of Corporal.
As the police department’s Professional Standards Officer, he assumed the responsibility of administering and providing direct oversight of all activities that support the department’s involvement in the Pennsylvania Chiefs of Police Association’s Law Enforcement Accreditation Program and ensure compliance with standards set forth by the Pennsylvania Law Enforcement Accreditation Commission. David facilitated the successful re-accreditation of the department in 2008, 2011, 2014, 2017, 2020, and 2023. During the police department’s 2023 re-accreditation assessment, there were no findings, which is only the 2nd time in the almost 25-year history of the accreditation program that this has taken place. As a result of this re-accreditation, the police department retained its “Premier Agency” status, originally bestowed in 2020.
David graduated from Saint Joseph’s University where he earned a Master of Science degree in Criminal Justice. Before graduate school, David graduated from Cabrini College, now Cabrini University, with Bachelor of Art degrees in Psychology and Sociology with a concentration in Criminal Justice. David returned to Cabrini University in 2013 as an adjunct professor where he remained in that capacity until 2019, when he departed to pursue his desire of becoming a small business owner. A short time later, Chris, David, and Craig formed Law Enforcement Accreditation Services (LEAS).
Since 2013, David has been actively involved with the Pennsylvania Chiefs of Police Association’s Law Enforcement Accreditation Program and the Pennsylvania Law Enforcement Accreditation Commission. He has worked in instructional, administrative, and governance capacities along with other responsibilities. In addition, since 2020, David has served as President of the esteemed Pennsylvania Police Accreditation Coalition. As a result of his extensive knowledge and participation, he is considered an expert in the Pennsylvania Law Enforcement Accreditation Program.
Craig Rudisill is a 28-year law enforcement veteran who retired in early 2023 as a Lieutenant with the Upper Southampton Township Police Department, in Bucks County, PA. During his career with the department, he served as a patrol officer, detective, and Lieutenant. He was designated as the Department’s accreditation manager in 2010 and was responsible for policy development, file maintenance and obtaining proofs of compliance for the agency. After his retirement from the police department, he was hired by CODY Systems as a sales representative for their police records management software.
Craig is a veteran of the United States Marine Corps Reserve, achieving the rank of Staff Sergeant, and he was called to active-duty service in support of Operation Desert Storm. He holds a Bachelor of Science degree in Criminal Justice from Bethel University and is a graduate of the 270th Session of the FBI's National Academy in Quantico, VA.
Since 2010, Craig has been actively involved with the Pennsylvania Chiefs of Police Pennsylvania Law Enforcement Accreditation Program as well as the Pennsylvania Police Accreditation Coalition. He has been an assessor and team leader in assessing over 40 agencies across the state to review and ensure agency compliance to the established PLEAC standards.
